Confusion Over Driving Licence Changes

DVLA states: “After June 8 2015, if you are hiring a vehicle or you drive for a living and you are asked to provide evidence of your driving record (entitlements and/or penalty points), you will be able to do this online for free by accessing our Share Driving Licence service.”

However, according to RAC spokesman, Simon Williams, “research shows that, with just over a month to go before the paper counterpart to the photo-card licence disappears, 55 per cent of drivers are not aware of the planned change.”

As the peak summer holiday months approach, this could amount to chaos and ruined holidays for millions of Britons hiring vehicles abroad.

A combination of hire companies abroad being used to checking the paper counterpart licence (and possibly being totally unaware of the change at DVLA) and British tourists similarly unfamiliar with the new system is likely to add up to confusion, chaos and frayed tempers not to mention holidays spoiled altogether if the car hire company refuses to hand over a vehicle.

Britons hoping to hire a car in the UK or abroad will need to obtain a special code from the DVLA’s website which they must then hand to the hire car company to enable them to check the driver’s record. This code is, however, only valid for 72 hours which may not be a sufficient period of time for someone hiring a vehicle more than 72 hours after access to the internet. It is possible to download your own record but it is questionable as to whether a hire company would actually accept this information.

DVLA’s steady march into the digital age is proceeding apace. Only time will tell if the transition away from paper counterpart licences is a smooth one or whether it turns into the chaotic scenario that many fear.

DVLA Paper Counterpart Driving Licence

As a result of the Government’s Red Tape Challenge consultation and the DVLA’s commitment to simplifying services, the paper counterpart to the photocard driving licence will become invalid from June 8th 2015 and DVLA will no longer issue them for new or replacement licence applications.

Traditionally, the paper counterpart showed information that could not be fitted onto the photocard licence; for example penalty points.  However, there was no requirement to apply for a replacement to remove spent points.  In the future this information will be available by visiting www.gov.uk/view-driving-licence and entering your driving licence number, national insurance number and the post code where your licence is registered.

DVLA Making a Profit from Parking Firms

DVLA has announced that the amount it collects from Parking Firms who request the name and address details of vehicle owners in order to pursue them for enforcement purposes has more than doubles – from £2.9millions in 2010-2011 to £6millions in 2013-2014.

The increase follows the ban on clamping which came into force in October 2012 together with a change in the Law that allowed Parking Firms to pursue motorists rather that have to identify them at the time.

Amid great public concern about the scruples of some Parking Firms who’s reputation has suffered serious damage over recent years (including criminal convictions for some), DVLA denied that it makes a profit from providing the names and addresses. Charging £2.50 for each record, a representative of DVLA said “the fees are set to recover the related administrative costs”. Conservative MP Michael Ellis said “The DVLA has a duty and a responsibility to ensure they don’t give details to unscrupulous firms”.

Abolition of the Tax Disc

Since October 1st this year DVLA has ceased to issue paper tax discs. In place of the old disc, DVLA will maintain an electronic database of who has paid for road tax – if you haven’t, you face a £1000 fine. Automatic number plate recognition (ANPR) cameras will pick up the vehicles that are not taxed, although The Independent newspaper has quoted a Home Office presentation that apparently reveals that ANPR cameras misread about 4% of plates (approximately 1.2 million per day)!

The change in the system will be felt the most by those buying or selling a vehicle. Road tax will no longer be permitted to be transferred with the vehicle. So if John sells his car with 3 months of road tax left, Michael (who buys the car) cannot negotiation the remaining 3 months with the price of the car. John will have to apply to DVLA for a refund of the remaining period and Michael will have to take out new road tax in his own name. John will also have to notify DVLA of the same immediately, or risk a fine if he fails to do so. It will almost certainly complicate things for people who want to assign or transfer a personalised registration and buy a new car at the same time – time will tell just how trying this will prove to be.

DVLA claims that the change was brought about in order to streamline the service and to “save British businesses millions of pounds a year in administrative bills”. The fact that the cost of road tax can now be spread out and paid by direct debit will be a help to many people. On the downside, the Sunday Times says that the new system will help car thieves because there will no longer be a tax disc that needs to match the number plates and so it will be easier for them to disguise a stolen vehicle.

The DVLA site struggled to cope and faced a number of problems when the new system came into effect; the BBC reported that “thousands of customers were unable to renew their car tax online” and reported that some people spent as long as 13 hours attempting to do so. DVLA confirm that it is now operating normally.
